(3) To reduce the number of the foreign staff in the Customs

and to increase the salaries and improve the treatment of

the Chinese staff.

(4) To consider the question of debts owed to other nations,

and definitely fix the contribution of the Nationalist

Government.

(5) To consider arrangements for the deposit of the revenue. (6) To consider the employment of foreign advisors.

Draft proposals on the above six articles are now under

consideration. Probably the resumption of the Customs will be an accomplished fact by the end of this year or before

the 10th of October.
